The 12z BUF sounding had a precipitable water value of 1.78 inches but very limited wind shear with 15 kts at 850mb and 20 kts at 700 mb. Despite this limited shear, an impressive storm developed across lake Erie around 7 AM and slowly tracked across the Buffalo metro area around 9 AM. The same storm moved eastward toward Victor, producing mainly heavy rainfall with radar estimates near 2 inches.
