| Episode narrativeepisode_narrative | A slow moving cold front helped cause heavy rain across Eastern Pennsylvania during the late afternoon and early evening of the 16th. Rain began during the early afternoon of the 16th, but fell at its heaviest from about 4 p.m. through 8 p.m. EST and caused poor drainage flooding. The rain ended by 9 p.m. EST in most places. Storm totals averaged 1 to 2 inches with some higher amounts in Monroe County. Rain was heavier farther to the west where flooding of some streams and river occurred. The heavy rain caused many traffic tie-ups as it coincided with the evening commute. Around the local Philadelphia area many roadways and parking lots were flooded including Interstate 76 (Schuylkill Expressway).
