Around 2 inches of rain accumulated and some roads were covered by water. In Jefferson County, the Potomac River reached 13 feet at Shepherdstown at 2:45 PM on the 8th. Flood Stage is 15 feet. Water began to overflow low lying areas along the river, including portions of River Road just upstream from the water plant. In Morgan County, water covered Route 9 at a low spot in Allensville.
