| episode_narrative | An area of showers and thunderstorms moved through the Eastern Panhandle during the evening of the 3rd. Two to four inches of rain fell across northern Berkeley County. Eleven roads were closed by flooding, including Hedgesville Road and Williamsport Pike. Dry Run overflowed into the basement of the Fairlawn Gardens apartment complex in Martinsburg, rendering the utilities unusable. Twenty-three people had to be evacuated from the building and put up in a local shelter until the damage could be repaired. Hope Run also overflowed onto Route 11 and water was 4 feet deep at the Route 5 intersection. Route 9 (Hedgesville Road) was also flooded. Due to very saturated ground the high water did not recede until mid-morning on the 4th. A total of 2.26 inches of rain was recorded at Sleepy Creek.
