episode_narrativeA rather innocuous looking low pressure system brought heavy rain and some river and stream flooding into the southern half of New Jersey. The heavy rain was also a major contributor to urban and poor drainage flooding that occurred during the evening high tide along the shore. The tide already was higher than normal because of a persistent onshore flow flor a couple of days. The rain began just after midnight on the 21st and fell heavy at times from the late afternoon of the 21st into the early morning of the 22nd. Rain lingered at a lighter intensity throughout the rest of the morning on the 22nd. Storm totals averaged between 1.5 inches and 5 inches with the highest totals in Salem, Cumberland and Cape May Counties. There was a tremendous drop in precipiation amounts from southern to central New Jersey. While the storm total was 1.99 inches in Mount Laurel (Burlington County), it was only .12 of an inch on the other side of Burlington County at McGuire AFB. Little, if any, rain fell farther north in New Jersey. The heavy rain caused considerable ponding of water in low lying and poor drainage areas and forced some streams to overflow. In Gloucester County, the Raccoon Creek in Woolwich Township overflowed and expanded 100 feet beyond its channel. It flooded about six to eight homes on Licciardello Drive. The foundation of a home under construction was also flooded. Elsewhere in the county, the Army Corps of Engineers pumped water from the Repaupo Creek in Greenwich Township. Sandbags were placed around several homes near the creek. Road flooding was reported in Logan and West Deptford Townships and other small stream flooding was reported in Woodbury and Woodbury Heights. In Salem County, many roads and streets were flooded, a few were impassable. In Alloway Township, the gates on Alloway Lake were partially opened to alleviate pressure. The heavy rain created a seepage problem. In Cumberland County, Laurel Lake oveflowed and inundated the kitchen of one home. In Camden County, flooding closed U.S. Route 130 in Collingswood from the evening of the 21st into the afternoon of the 22nd. In Atlantic County, the heavy rain and higher than normal tides forced the closure of the Black Horse Pike (U.S. Routes 40 and 332) from Pleasantville to Atlantic City.The Raccoon Creek in Swedesboro (Gloucester County) crested at 14.4 feet. The Cooper River in Haddonfield (Camden County), crested at 3.0 feet at 4 a.m. EST on the 22nd. It was above its 2.8 foot flood stage from midnight through 10 a.m. EST on the 22nd. Storm totals included 5.28 inches in Woodstown (Salem County), 5.12 inches in Estell Manor (Atlantic County), 5.05 inches in Seabrook (Cumberland County), 4.99 inches in Wildwood (Cape May County), 4.96 inches in Elk Township (Gloucester County), 4.41 inches in Millville (Cumberland County), 3.50 inches in West Deptford (Gloucester County), 3.55 inches in Margate (Atlantic County), 3.46 inches in Verga (Gloucester County), 3.26 inches in Absecon and at the Atlantic Citry International Airport (Atlantic County), 3.18 inches at the Marina within Atlantic City, 2.32 inches in Somerdale and Pennsauken (Camden County), 2.31 inches in Cherry Hill (Camden County) and 1.99 inches in Mount Laurel (Burlington County).The low pressure system responsible for the heavy rain was located near Savannah, Georgia the morning of the 20th. It moved very slowly northeast and at 7 a.m. EST on the 21st it was located near New Bern, North Carolina. The central pressure of this low was about 1017 millibars, higher than normal sea level pressure. The low slowed even further and was located just off of Parramore Island, Virginia at 7 a.m. EST on the 22nd. Its central pressure remained quite weak, only about 1018 millibars. The low then moved quickly out to sea during the day on the 22nd. Just as, if not more, important was a strong blocking high pressure system that remained over the Canadian Maritimes throguhout this event. It slowed the low pressure system's progress and helped establish a prolong and moist southeast fetch from the Atlantic Ocean throughout this event.
