The waterspouts accompanied lake-effect rain bands streaming east-southeastward over Lake Erie. Low-level horizontal wind shear associated with low-level convergence along the major axes of the rain bands likely generated surface-based vertical vorticity. This surface-based vertical vorticity was then ingested by updrafts, stretched to tornado-strength via low-level convergence, and then advected upward in the updrafts, resulting in non-mesocyclonic waterspout formation.
