Strong effective shear combined with marginal surface-based instability near the lifting warm front and surface low enabled rotating mini-supercells to form. Toward sunrise, enough low-level instability nosed inland from the Atlantic coast across Flagler County to support a couple of tornado touchdowns. Locally heavy rainfall occurred across northeast Florida, generally south of the I-10 corridor and toward the Atlantic coast.
