Visibility was reduced to one-quarter mile or less from the Owensboro and Henderson areas southward to Cadiz, Hopkinsville and Elkton. The combination of near calm winds and relatively clear skies set the stage for fog development, especially in those areas that received significant rainfall the previous afternoon. Weak high pressure was centered over the lower Ohio and mid Mississippi Valleys.
