| episode_narrative | The dry conditions that actually began in July 1998 continued through the month of August across Garrett County. The month started with the county under a state-declared Drought Emergency, and on August 2 the U.S. Department of Agriculture declared the county an agricultural disaster area, enabling farmers to apply for federal aid. Although rains across the area during the last few weeks of the month started to ease the drought situation, a statewide rainfall deficit of over 9 inches still existed. |
