A heat wave sent maximum temperatures into the 90s for 8 consecutive days from the 6th through the 13th across the lowlands. On the 10th, Spencer, Hamlin, and Madison all reached 99 degrees. Charleston had 98 degrees, while Huntington saw 97.Governor Underwood started a voluntary water conservation program for both citizens and businesses. On the 28th, he declared an agricultural state of emergency. Very few farmers had a second cutting of hay.
