The combination of strong northwest winds (winds gusted to around 30 mph during the latter half of the morning) and unseasonably cold air produced wind chill factors that fell between zero and 10 degrees below zero during the morning and early afternoon of the 18th. Actual low temperatures during the morning of the 18th were in the teens. Many municipalities declared a code blue to help get homeless people off the streets and into shelters.
