The strong northwest winds circulating around the high pressure system produced wind chill factors of between 20 and 30 degrees below zero in the Poconos and between 10 and 20 degrees below zero elsewhere during the morning of the 20th. Actual low temperatures included 5 degrees below zero in Mount Pocono (Monroe County), 2 degrees below zero at the F. E.
