The strong northwest winds circulating around the high pressure system produced wind chill factors as cold as 13 degrees below zero during the morning of the 20th. Several homeless shelters were opened. Actual low temperatures included 8 degrees at the New Castle County Airport, 11 degrees in Blackbird Hundred (New Castle County) and 12 degrees in Georgetown (Sussex County).
