West to northwest winds of 10-20 mph with the passage of an arctic cold front brought wind chill temperatures of 20 below to 38 below zero Fahrenheit beginning the early morning of January 27th, and not ending until the morning of January 29th. The coldest period was the morning of January 28th when wind chills ranged from 30 below to 38 below zero. Widespread school and business closings occurred during this time. The Governor declared a state of emergency due to a propane shortage across the state. Numerous water main breaks and frozen laterals continued to occur throughout the entire month of January. Two cold weather deaths occurred, one in Rock County and one in Milwaukee County.
