At Mount Pocono (Monroe County), the lowest hourly wind chill factor was seventeen degrees below zero and the low temperature the morning of the 3rd was 7 degrees above zero.||The low wind chill factor was caused by a retrograding low pressure system in the Gulf of Maine that not only prolonged the strong winds, but also helped bring arctic air into the region from Canada.
