An expanding wind field brought tropical-storm force wind gusts to the extreme Lower Keys and Dry Tortugas. While water levels remained below coastal flood thresholds, heavy wave action produced extensive overwash along the oceanfront of Key West, resulting in closed streets. Minor power outages occurred primarily in Key West.
