Localized tidal flooding occurred with the previous afternoon's high tide. High tide at Pier 12 in Philadelphia was 8.9 feet above mean lower low water at 220 p.m. EST on the 3rd. Minor tidal flooding begins at 8.2 feet above mean lower low water.
