A trough and eventually a low pressure center developed to the south of the region over the Bahamas and south Florida with a strong gradient flow between the two from September 29th through October 2nd.

The flooding was due to wave runup from the high surf and the high tides due to a northeaster and was located on a beach access ramp between Red Cross building and a restaurant.
