Nearshore buoys indicated breaking waves between 9 to 11 feet during the morning of Dec 13th. Later that that a woman was presumed to be a victim of breaking waves at the Barceloneta coast near Isla Roque Beach. A High Surf Advisory is in effect for all surf zones across northern and eastern Puerto Rico, Culebra, and northern USVI. |
